1099 vs W-2 in Pennsylvania (2026)

A salary offer in Pennsylvania is worth more than the salary: the employer pays 6.2% Social Security (up to $184,500) and 1.45% Medicare, plus health premiums and any 401(k) match. A 1099 contractor pays both FICA halves as self-employment tax and buys benefits outright. Pennsylvania income tax then applies according to the model below — not a cloned 5% guess.
Federal gap (same math, every state)

- True W-2 cost (salary + employer FICA + health + match): $115,068 (1.21× the headline salary)
- Break-even 1099 rate: $83/hr on 1,380 billable hours
- SE tax if you billed that gross as profit with no expenses: about $16,259 (15.3% × 92.35%; real contractors deduct expenses first)
PTO is already inside the salary. Counting it again as extra dollars is the usual error; unpaid time off is captured by billing 46 weeks instead of 52.
Flat 3.07% on both sides — locals may not be
State PIT at 3.07% hits W-2 wages and 1099 profit alike, so the vs calculator’s flat state % is a fair PA-only compare. The 1099 side still owes SE tax; the W-2 side still gets employer FICA and benefits.
Pennsylvania is not on the lower 1099-K list. Federal $20,000 / 200 transactions. Philadelphia and EIT collectors care about net profits, not whether a platform issued a 1099-K.
Philadelphia net-profits tax on the 1099 side can dwarf the 3.07% state line. If the offer is in Philly, do not stop at 3.07% in the vs tool — add a local % or run the estimator. Outside Philly, add the local EIT that would apply to both wages and net profits so the comparison stays apples-to-apples.

Classification is not a calculator output
Whether a role may be 1099 is a legal test (federal common-law plus any state overlay). PiggyMath prices the tax difference if you are paid as a contractor. It does not decide worker status, issue Form SS-8, or e-file.
Expenses, QBI, and the Pennsylvania line
The break-even rate above assumes the contractor bills $115,068 with $0 expenses and no QBI. Real 1099 work deducts software, home office, mileage, and health insurance (the self-employed health insurance deduction). Those cut SE tax and federal income tax; Pennsylvania may or may not conform. 1099-NEC $2,000 vs what Pennsylvania still taxes
For 2026 a client generally issues Form 1099-NEC only above $2,000. A Pennsylvania client who pays you $1,500 may send nothing. You still have federal SE tax on the profit ($212 at $1,500 with no expenses) and, unless Pennsylvania has no personal income tax, a state line on that same profit.
