Virginia uses graduated income tax brackets, with a top marginal rate of 5.75%. That top rate is the number that gets quoted, but it is not what a typical freelancer pays: it applies only to income above the highest bracket threshold, so your effective rate is lower. The federal self-employment tax of 15.3% is separate, applies regardless of state, and is the larger number for most people at moderate profits.
The federal part is the same everywhere
Self-employment tax replaces the payroll taxes an employer would otherwise split with you. As a freelancer you pay both halves: 12.4% for Social Security, on earnings up to the $184,500 wage base, and 2.9% for Medicare with no cap. Together that is 15.3%, charged on 92.35% of your net profit rather than all of it. At $100,000 of net profit federal SE tax is $14,129.55 in Virginia — exactly as it would be in any other state.
What Virginia adds: statutory brackets (top 5.75%)

Virginia taxes ordinary income in bands. The headline 5.75% applies only above the top threshold. Worked example: $100,000 profit in Virginia
Single filer, $100,000 Schedule C net profit, no other earned income, no state credits:
- Federal SE tax: $14,130 (15.3% × 92.35% of profit)
- State taxable proxy: $100,000 − $7,065 SE-half = $92,935
- Virginia income tax (exact brackets): $5,086 (5.1% of profit)
- SE + state subtotal: $19,216 — before federal income tax and QBI
Multiplying the whole profit by the 5.75% top rate would suggest ~$5,750 of state tax and overstate this example by about $664. That is the trap most “top rate” articles create.

Quarterly payments
If you expect to owe $1,000 or more in federal tax for the year, the IRS expects estimated payments four times a year. Missing them triggers an underpayment penalty even if you settle in full at filing. The safe harbor rule (90% of this year or 100%/110% of last year) and Form 2210 annualized method cover uneven freelance income.
