IT-2104 plus city withholding

New York W-2 withholding uses IT-2104 (state) and, in the city, city withholding. The paycheck calculator’s flat state % cannot capture NYC’s separate tax. W-4 Step 4(a) when you also freelance in New York

Extra withholding on the W-2 can cover federal income tax on a small 1099, but it never pays self-employment tax — that still needs 1040-ES. It also never pays New York State Department of Taxation and Finance unless your payroll setup includes extra state withholding.
